Tariff Implications on Canada-U.S. Relations

Incoming U.S. President Donald Trump has repeatedly threatened to apply tariffs of 25% on all Canadian imports on day one of his presidency [as a penalty for Canada not meeting its NATO commitment of spending 2% of annual GDP on defence – he has given multiple reasons for the tariffs, not limited to defence].

Larry Herman’s Biography

Lawrence Herman has practiced international trade and investment law and policy both inside government and in the private sector for over 45 years.

Mr. Herman was a member of Canada’s mission to the United Nations and the General Agreement on Tariffs and Trade (GATT) in the 1970s and in law practice has acted as counsel for Canada in the International Court of Justice and has advocated cases before the Canadian International Trade Tribunal (CITT), binational panels established under the dispute settlement provisions of the North American Free Trade Agreement (NAFTA), and Canadian courts. He advises governments, state agencies and international organizations on trade and investment issues.

He is a member of the North American Forum, the Canadian government’s Trade Negotiations Advisory Committee, Chair of the Canadian International Trade Tribunal’s National Advisory Committee, a member of the Executive of the Canada-US Law Institute and is a Senior Fellow and National Policy Council member at the C.D. Howe Institute in Toronto.

Mr. Herman comments on international matters regularly on TV and in the Globe & Mail, the National Post and other publications.

Mr. Herman joined Cassidy Levy Kent as Special Counsel in 2019, and consults with the firm on selected matters. He also has a separate practice for which conflicts are not imputed to Cassidy Levy Kent, and thus does not access other matters or firm systems.
